Realisation:

1. Reorganisation of the administration according to the measures 1 to 9
2. Rationalisation of the bureaucracy
3. Reduction and further training for the employees

Problems:

1. Preservation of the bureaucratic machinery
2. Securing an unobstructed introduction of the basic income
